Pois o valor de V não é 25, mas 24. O número 1 não está contido no fechamento. São casos bem intrigantes, pois esse fechamento é um 24-12-9-15=31 que satisfaz também 25-12-9-15=31, como explicado aqui. Porém, nem todo fechamento 24-12-9-15=31 tem essa propriedade de fechar também para V = 25. Visto que V = 24, os métodos tradicionais de calcular a garantia de matrizes não podem ser aplicados.
